Conflicts over water in Latin America and the Caribbean have increased considerably in recent years, reaching high levels of complexity and impacts on economies, the political field, social stability, populations and the environment. This study seeks to provide a conceptual framework to analyze such conflicts. It reviews the deficiencies of national systems of water governance. These weaknesses are one of the principal sources of water conflicts in the region.
